Sir Amb. Richard Akase Inyamkume is a distinguished climate governance expert, development practitioner, and institutional leader with extensive experience in sustainable development, environmental governance, and policy advocacy across Africa.

He serves as the Registrar-General and CEO of the Institute for Climate Smart Research and Policy Advocacy (ICSR-PA), where he provides strategic leadership in climate research, professional certification, and capacity development. He is also the Founder and President of DCR Ambassadors and the National Coordinator of the Nigeria Local Coalition Accelerator (NLCA), championing grassroots climate action, peace building, and community resilience initiatives.

Through his leadership, Sir Richard has implemented impactful climate adaptation and environmental restoration projects in vulnerable and conflict-affected communities across Northeastern Nigeria. He also leads Barakur Logistics & Catering Enterprises, promoting sustainable and environmentally responsible supply chain solutions.

An active voice in global climate conversations, Sir Richard has represented Nigeria at major international platforms including COP27 in Egypt, COP28 in Dubai, and the Africa Climate Summit in Kenya. 

He has also facilitated regional capacity-building programmes across Africa, contributing to stronger institutional and community responses to climate challenges.
